A federal jury, not a judge, should decide whether a part-time secretary who was sexually harassed for years deserves financial damages from the county where she worked, a U.S. appeals court panel has ruled.

That decision by the U.S. Court of Appeals for the 3rdCircuit revives a lawsuit Sheri Minarsky is pursuing against Susquehanna County and Thomas Yadlosky Jr., its former veteran's affairs director.
